The main benefit of Cavalry is their reconnaissance, which allows you to occupy provinces faster. Dragoons and Hussars have reconnaissance, but Cuirassiers don't, they have only have combat stats. So they occupy this weird niche of being slightly better, faster infantry in the early game, but eventually get outpaced by mid game and are totally obsolete by the late, as their stats stagnate. Overall, it's just better and more efficient to fill your armies with standard infantry and just rely on a few token hussars to keep them mobile, maybe some dragoons for a little extra punch. Cuirasses just don't cut it past the first decade or two.
When half your army gets deleted by a revolt or due to low strength and have to spend 10 mins reorganising the stacks all for it to happen again

How are cuirassiers bad?
unlike dragoons and hussars they don't give you more speed when conquering provinces because they don't have reconaissance in most cases
Their stats dont scale much with technology and they become obsolete within a decade into the game and also they dont have recon stat either.
The only time they're good is before 1840, and only big nations like russia or uk can actually utilize the fabled "cuirassier rush"
Their only use is for early game spam, but even then I doubt that is useful

Laissez Faire is best?
Once you have some industry it's best,but at the begginning it's hard to pull off
Need to shelter the economy and subsidize until it can go Laissez-Faire later on. Otherwise, high turnover on facotiees and constant unemployment
