630 Bronze, UNS designation C63000 is classified as an Aluminum bronze... Aluminum is the major alloying element with lesser amounts of Nickel, Iron, and Manganese making up its chemical composition.
Most commonly used in a cold worked condition followed by a stress relief to provide increased strength and wear resistance.

Are there any nonferrous alloys that rival 5160 or 1084 steel?

Since most applications for these two steel grades are heat treated to high hardness, there is no non ferrous material that can be a direct substitute. Hope this might help a little.

You are are thinking the number 630 might be for 17-4. If that's the case you would be correct, but that's stainless steel 630 UNS code S17400. This is an aluminum bronze 630 UNS C63000 which is different.
