If you look closely to the doll, it's wearing a bowtie. The doll in Jr's science project is modeled after the bowtie killer from the first Problem Child movie

The doll actually looks just like Martin Beck from the first movie. Maybe when Beck was executed by electric chair Junior saw it on the news.

I built this for the film using a Six Million Dollar Man Oscar Goldman doll- it was close enough to Martin Beck, but the bowtie helped complete the look.
