I think terminal 4 may have been the temporary international terminal set up in the parking garage while they were building terminal 1, the new United Terminal. The old international terminal used to be located where terminal 1 is now. Then they built the new international terminal which is 5.
The reason why they built the train on the opposite side of the road is because it wasn't original to the airport. It was built decades later as an add-on. This is my home airport so I never took the train or used car rentals. I didn't realize the car rental signs weren't too clear.
I actually worked down in Peoria. Lots of good info you provide…fun fact for me, back in 2014 when I lived in STL I drove up there to get Global Entry since the TSA didn’t offer the interviews yet in STL.
