The only way I can think of that he has SO few 4star relics, is whenever he sees a premium chest guarded by an elite enemy, he runs away scared. Cuz since those chests literally give you 4stars, the fact that he has so few despite making it to Penacony, that's the only way it can make sense to me. *holds head in hands*
