Why negative votes? I'm looking to build an ICF home and actually like this option over the T-blocks. Seems more efficient and easier with having to place two walls near each other.
Kipring Payne if you choose ICF, have a contractor that specializes in them and let them use a brand they’re comfortable with. I built a 5500 sq foundation with Nudura, after attending their class, becoming certified to install them, stacking the system as outlined in their binder, having it inspected by them, and the product failed in four locations. One location was my fault, I didn’t buck out the door opening and the concretes crippled the form boards in that location. The other three were blowouts in the middle of a full block; a product failure. Nudura has never returned phone calls or emails since their initial inspection.
I have 11 t-walls utilizing the t blocks, I over built everyone of them above what the binder recommended and they did great. We used #5 bar at every course, the rod was bent to turn through t locations rather than butting them at the intersecting point. We used extra web clips for all the sides of the t wall top and bottom, and heavy gauge zip ties and rebar tie wire to hold the rod in the web stiffeners.
The day of the pour, we used 156 yards of concrete, a pumper truck, and 9 guys, most of them well seasoned in traditional poured walls, and a rep from Nudura as the team lead to ensure it went smoothly.
My recommendation would be to use a licensed and insured vendor for the icf portion of your build, regardless of icf brand. I wish I would have.

For inner T walls, does there need to be vertical rebar from the floor? And is it also necessary for second floor inner walls?
