i think its safe to assume a number of the "lost area" are actually from cutscenes, like the ones at the end of scenarioss like the streets from desperate times, the alleyway from underbelly, the area at the end of the road scenario
Actually, they are from when the game was much larger. It was going to be an open experience with multiple routes through the city. Some parts are left from cut scenes sure, other bits are cut connection maps from the original multi route design (cut entrance to the old hotel in file 1, and an entire docks level under a bridge).
Not quite, look at the early development version of this game, it has a lot of unused areas where you could go and interact such as the alleyway from underbelly
The cutscene in hellfire where they’re running. That alleyway was supposed to be playable
39:24, this seems to the backyard of the RPD, where the B scenario of RE 2 char enters, remember the big barricade on the parking lot?
The music actually makes me sad thinking of how much they butchered RE3. Not to mention how theyve now messed up the canon.

Hello, great video ... would you be able to access the cut areas of Outbreak File 1? Perhaps most of the unused files may be on the first disc.
File#2 has a lot of specific map_files that doesn't load for players, unused. File#1 has no unused maps inside its archives: a few used in the realtime cut_scenes (already showed here on YT).
There's also specific files that isn't map_files but contains item/lod/coordinates/fog information and some of this unused too and can change cosmetic view of the map.
Strange and interesting thing is that file#2 has a lot of unused assets, not the first one.

The Refuse Dump looks a lot better with light than the final product. The Refuse Dump is just annoying and never worth going into, mainly because the lighting sucks ass.
