  • In the last eight years, only 4,000 of the 14,000 residents in New Orleans' lower 9th ward have returned. While the Army Corps of Engineers has spent over $14 billion rebuilding infrastructure, many residents cannot afford to rebuild homes. Volunteer organizations are helping fill the gaps. Mark Strassmann reports.

The solution is to build concrete dome homes that float. This way they would live in bullet resistant homes that withstand 500 mile winds. The home would have to be reset after a storm the way I propose but at least the home would not suffer water damage and you can live in a house that is near ground level 99.99% of the time. Why don't we make platforms out of 2 liter bottles that can float our cars should we have to stay and fight? Plywood and some strapping would do?
