Who lobbied to keep "environmental hazards" from being mandatory? Seems like a pretty important thing to leave out, all things considered.

In this case, there was no lobbying whatsoever, but it is rather a matter of jurisdictional boundaries. Health Canada has no jurisdiction over matters that belong to Environment Canada, and vice versa; therefore, Health Canada has no power to mandate an Environmental label on its own. In the same way, Environment Canada cannot mandate a Health and Safety label since it is out of their scope of authority. The level of coordination between different governmental ministries could be better, but they do try to coordinate to some extent.
Notwithstanding, most companies do provide the environmental warnings on their WHMIS 2015 label on a voluntary basis since they must answer to all regulatory bodies, not just one.
