The lighting was very dim for this concert, and also David is about 14 years younger than you remember him from the Pulse Concert. You can check him out in the Pink Floyd Live in Pompeii Italy 1971 playing Echoes. You will see him at around 24.

Roger Waters has talked about this song and how his own mother was overprotective of him after he lost his father early in life in WW2, but he did say this is not based directly on his own mother. It's about an overprotective mother in general. Yes he's asking questions but those questions reveal a lot about the mother's actions and views. She puts all of her fears into her child, she might 'let' him sing, so she is deciding that, she has to know where he's been, she decides whether his girlfriends are right for him and she encloses him within a wall (of protectiveness but ultimately that's not good for his mental health and well-being).
