Not while sliding down the hill. While he was going down his wheels were not moving and is front ones were turned. IDK what he was doing after he hit it, but it was quite apparent he did not intend to hit it in the first place.
I though winter tires were mandatory in Quebec, and by the looks of it none of the cars had winter tires on and if you had winter tires you would not be involved in any accident during the winter months.
Explain THIS to your insurance agent....and how 2 montreal buses, a police car AND a salt truck were also involved......poor people in this crash I feel for them all..I know that corner and if no salt or plowing it's treacherous... even to walk on sidewalks is potential to fall...

use slow motion, you can see the rear wheels spinning forward (not in reverse) much faster than the front wheels
