What’s funny is that despite acknowledging Otto’s genius, Patrice O’ Neal and Doug Stanhope have mentioned in the past that “he stunk at ventriloquism”. But even every time he blatantly moves his lips, the voice was definitely still coming out of George :D
One of the most legendary ventriloquists, Edgar Bergen, moved his lips sometimes too. Charlie McCarthy even made jokes about it. But if you have a great character and proper timing, the audience is looking at the puppet anyway.
I think Otto also acknowledged that he stunk at the lip service. It didn't matter, George was just a means to getting his comedy out and it meant they were both great. If he had a twin, like the Sklar bros. no one would have ever mentioned it.
The real art of ventriloquism is not about how well you can keep your mouth closed when talking, it's how effective you can be in convincing an audience that the dummy is its own character. By nature one thinks the only way that you can achieve that goal is only if you don't move your lips. But moving your lips just a little allows you to project a more forceful voice for the dummy, instead of the 'murmuring' that can come from standard ventriloquists, which in my view causes more of a distraction and always reminds you that its fake. Otto was a genius - RIP.

On O&A after that appearance, he mentioned his words to her were, "Get back to the cell bitch!" -He probably didn't actually say that to her, but still... (If context is necessary, this is when Stewart was indicted and convicted, but actual legal trouble is not as bad unacceptable social problems..)

His lips do move, but he does project quite loudly, which I think is pretty cool.
