    Not 100% sure, but the 3 flashing lighst are the main indicator for power, but when flashing, can mean power will be cut, so don't necessairly mean power has alreayd been cut. (gives time for metros to get to net stations and open door and the flashing llights when there is still power also mean "don't close the doors". The yellow square is more the signaling aspect of whether they can proceed or not.

      Basically when an emergency happens, you will here four chimes and then the voice says "Attention all personnel, Code 900-08 at Beudry Station on the Green Line" The number after the code 900 can be any number depending on the emergency and it can be at any station. But that's the general idea of the message. If electrical power has been cut on the tracks and it's about to come on, you will hear the same 4 chimes and they will say "Attention Attention we are are powering up the tracks again" three times in a row. Also, when the emergency is officially over, you will hear the 4 chimes again and they will say "Attention all personnel, end of the code 900-08 at Beaudry Station" or whatever code and station it is.       Here is some more info I copy and pasted from another video with all the code 900 meanings.
      Note: Code 900 is the emergency code when there is an emergency in the metro system. The four tones will chime, followed by the Code 900 announcement which is then followed by two digits corresponding to the emergency. The metro line(s) then station(s) effected will also be announced.
      For a list of corresponding Code 900 announcement codes, see below.
      900-01 = Police intervention 🚔
      900-02 = Unauthorized tunnel Intrusion 🚇
      900-03 = Bomb threat 💥
      900-04 = Suicide / incident event 💀
      900-05 = Fire 🔥
      900-06 = Power outage / blackout ⚡
      900-07 = Hazardous materials incident ☣️
      900-08 = Flooding / water infiltration 🌊
      900-09 = Demolition 🏗️
      900-010 = Structural damage 🏚️
      900-011 = Train collision or derailment 🚂
      900-012 = Rider(s) in distress 🆘
      900-013 = Medical assistance needed ⚕️
      For example, if there is a fire at Peel Metro Station, the four tones will ring, and then in french it will be announced, "Attention all personal, Code 900-05 on the Green Line at Peel Station."
      When the emergency is over, the four tones will sound and it will be announced, "Attention all personal, end of Code 900-05 at Peel Station".
      A few second before the current is restored to the tracks, the four tones will sound and it will be announced, "We are turning the current back on to the Green Line between X and Y stations".
