@hahahah No the phantom Ruby portal is how Classic Sonic got to Forces, and how Eggman discovered what the Phantom ruby was. The ruby fell outside his laboratory and Classic appeared when Tails was getting ambushed by Chaos

Canonically, despite the fact that you can choose to take Eggman out first, the Phantom King is defeated first, then Eggman.
Also fun fact - the true boss - Eggman and Phantom King fight sets it up for Sonic Forces and then Encore Mode is set right after Sonic Forces' ending where Sonic goes back to where he originally was to defeat Eggman and Phantom King again.

Maybe actually, the Eggman you fight at the Egg Reverie Zone is the one from Encore Mode.
The Eggman of Mania Mode would've been ejected from the Phantom Egg (much like the bad ending) just after Sonic was transported to the Egg Reverie Zone and also escaped the Titanic Monarch.
When the Phantom Ruby went haywire in Encore Mode, it started sucking all of the Titanic Monarch into the Egg Reverie Zone.
And Eggman, having been knocked off his escape pod by Sonic and Co., also got sucked into the Egg Reverie Zone.
Then, the Phantom Ruby itself would've been sucked in, but instead of ending up in the Egg Reverie Zone, it was transported to the Forces universe, which would explain Eggman finding it 5 months before Classic Sonic's arrival into the Forces universe.
Meanwhile, since time flows erraticaly in the Egg Reverie Zone, Eggman had time to craft the Kleptomobile out of scrap parts from the Titanic Monarch before Sonic and the Heavy King arrived. And the fight broke out as usual, and Sonic was forced out of his Super State, and warped to the beginning of Encore Mode, more precisely in Angel Island, along with Mania Mode's Phantom Ruby.
I know, it might sound like tl;dr to you, but in my opinion, it the most plausible theory.
Steveluvscows however the only thing I would change is that classic Sonic arrived in forces after the phantom Ruby and at the end of forces he was transported to encore

Cutie & Friends Adventures Yes, but it doesn’t lead to anything special, like how Sonic gets pulled into Forces and Knuckles is shown just reading a story.
The only character aside from Sonic who can access Egg Reverie without Level Select is Knuckles, and he can only do it in &Knuckles mode.
All of the characters can go there if u use debug mode and level select
Both Tails and Knuckles can go there in normal gameplay, they just dont get a special ending. (except for Knuckles in &Knuckles mode)
@A Happy Iguana No, they actually can't. I have tested it and they can't. Knuckles can't unless he's in &Knuckles Mode, and Tails just can't without Level Select.
The music for the true final boss is what a final boss song should sound like
