This isn’t a new thing. Literally everyone should hydrate (aka lip oil) then put gloss on. Even if she was trying to sell more of her products, it’s literally a business so why is anyone surprised? People who have money are going to repurchase nonetheless. Also, powder over cream products is to take the shine away and/or to ensure makeup doesn’t move.

The simpler form of this is just putting on a lip balm, and then putting on your lip gloss because no matter how much you like gloss it doesn’t really nourish your lips in the way that like a lip balm will
