You are keeping the cue card far from the candidate and why asking not to touch it. Also the topic in the part 2 should not be complicated as most of the candidates would not be knowing correctly about it and may commit mistakes to answer it. If they know thta topic they can tell more sentences. If they dont know thay topic they mighr frame only few sentences, which results in less scoring. At least there should multiple topics where we can select the most familiar one, which helps to talk much well about it.
There is no specific penalty for asking the examiner to repeat the question. So it does not necessarily affect your score. Your answers are the important thing.

Wonder why he can get this band 9 with his accent and pronunciation. There are too many mistakes of pronunciation, for instance, the words local, castle, monument, .. and a lot more. I am not strange to Indian. Many of my colleagues are indian, and I keep teaching and correcting them in English pronunciation everyday. hI, yoUR VIDEOS WERE VERY HELPFUL, I took the test yesterday in Ontario, CAnada. Writing task was a bar chart with spending on tourism by 5 countries in 2011 and 2012. Task 2- People in 21st century have more privilages compared to people in past; Speaking part 1 was about home town, losing something- what kind of things u usually find on streets that are lost, what would you do, Q card- A toy you had as a child, Part 3- what kind of toys do parents buy for kids?, some parents buy too much toys for kids, what is your opinion?, Is there a connection between toys, toy industry and kids movies?
I think this is one of those few examples of how we can use simple sentences with just few advanced vocabulary. It is not necessary to include advanced vocabulary in every sentence They just wanted to see how a person can speak fluently and naturally, even if it simple sentences. Confidence plays a major role.

Accent doesn't matter, the most important thing is coherent and fully understand everything.. how he first started to answer all the questions was really coherent, he deserves more than that score..
I was thinking about the same thing. But I presume that they care less about whether or not the sentences make practical sense but rather if they are syntactically and semantically correct. Tbh, I think the guy was being very formal in his tone and definitely trying to craft sentences for the "interview". (I'm in no way denying that he's demonstrated fluency in English. How quickly he's formulated all the details of the visit is impressive).

At 1:30, the candidate pronounces PARENTS as "pay-ruhnts," which is foolish, illiterate English. Correct: "pair (rhymes with FAIR)-uhnts." The UH is a schwa. And such people get 9 (?!)! What a joke!!

Why the Examiner is saying "do not touch the Questions Paper" ?
while answering his second topic he mentioned as one of his friend - which isn't correct it should be one of my friends

At 1:30, the candidate pronounces PARENTS as "pay-ruhnts," which is foolish, illiterate English. Correct: "pair (rhymes with FAIR)-uhnts." The UH is a schwa. And such people get 9 (?!)! What a joke!!

Dear sir, when he spoke some grammatical errors happened as well. I don't know why band 9 is given to grammatical errors. But he was almost ok to finish it.
