He legitimately thought she was betraying their deal and called her out on it. It shows a lack of understanding of how Survivor is played but it's my best guess as to what happened there.
I think Phillip still would have imploded his initial alliance with Kristina and Francesca if Francesca did not say Rob was safe that night just to save his own ass.

Even though I highly doubt it's true, my conspiratorial mind can't help but think that Phillip had some secret agreement with the show to be a character instead of a real competitor and help give Rob the win. I can't see anyone behaving in such a self-sabotaging and delusional way and still think they had a chance of winning. This season was so boring and frustrating to watch, but Phillip made it worse for me personally instead of better.
The only reason I imagine no one ever focused on voting out Phillip is because he was zero threat. An irritant, yes. But not a threat. They also knew he'd have zero chance of winning if he made it to a final. 😂

Everything anyone says out of their mouth has some bias to it, obviously. Every video and podcast I do has my own opinion and bias no matter how factual I try to make it, like these story videos.
Sad to see someone who has watched as much survivor as you to not understand the complexities of Phillip and his strategy… he made no dumb moves we are just too stupid to understand them.
Philip is the type of guy to be sent deep undercover and walk up to the mafia boss and say "I'm not supposed to tell you this, but I used to be a federal agent." He would genuinely expect that to win their trust, and then somehow, by some unbelievable miracle, actually manage to do so. This man is the definition of failing upwards, to the point that you may actually think he is a genius.
I truly believe in the conspiracy theory that this whole season was designed for a Rob win by placing him on a tribe full of easily controlled,, impressionable people and nothing will ever change my mind.
You just have to look at the Heroes vs Villains reunion, where Rob challenged Russell to another go-around and got a yes without hesitation. Production knew exactly what had just landed in their lap. That cast was crafted precisely to all of Rob's strong suits and all of Russell's weak suits, but with _one_ way to threaten Rob. The instant he got off the chopper, Russell would need to move all the way out of his comfort zone and stay there. He gets his core four early or someone else does, without him. With three Ometepe fitting his default alliance requirement versus only two on the Zapatera, it wouldn't be enough. And seeing as how he wasn't at the first two Tribal Councils, it's not like he didn't have time to get the numbers.
Unfortunately that has largely been disproven since Rob was literally not on the original cast for this season. (The season was actually supposed to be Russell Hantz vs Richard Hatch)

However, late into the process, casting realised that since Rob had a real pre-existing rivalry with Russell that they could capitalise on.
The Boston Rob versus Russell Hantz theme never made any sense to me, Rob is a huge asset around camp and an insanely physical competitor, and Russell has openly sabotaged both of his tribes on seasons past. Like everyone wants Rob around for at least the pre merge, Russell should always be the first boot from the tribe.

It wouldn't surprise me if they already had an 18 person season planned with the Redemption Island twist, and then decided to cut 2 of the players and add Rob vs Russell when they saw how popular the rivalry was.
