Smoochum's sprite in Gold & Silver was rather intimidating and mean looking, so it made perfect sense to give it Mean Look 38. Hoppip is most definitely based on a cat, which is a lot more obvious in its beta design, and even has neko in its Japanese name, Hanekko. Ngl, what's funny and extremely useful is that magikarp can learn hydro pump in shield and sword, it can use bounce since that's what it's known for but it can't learn dive. For a fish who can bounce it's a way to the top of the mountain and then back down to the ground but can't dive underwater, it's really amazing how it hasn't gone extinct.
