      The cement is hydrating thus hardening the concrete. If it dries it would spell disaster

    Third no fourth world country that has no safety measures. Guy is welding with open toe sandals, no work gloves & no welding helmet to protect his eyes. No wait might be cheap sunglasses they are wearing while welding. Glad we have OSHA & other agencies protecting American workers.
