He appears more often than the rest of the villians on the show. As far as which main villian did the best as a main villian on the show. Hands down Prometheus.

Prometheus is the best villain in arrow because he showed Oliver that he liked to kill and he was always 10 steps ahead.
He's not Green Arrows best villian in the comics. But on the TV show he was definitely the best main villian for sure
