That’s a great question, Michael. Thank you. When character designing for animated characters, it’s important to keep the design simple for ease of animation. It takes 24 individual drawings of Roger rabbit for a second of film. The less lines in his design, the better for the animator. However, you don’t want the characters so simple that it isn’t interesting to look at. Polkadots were a very popular solution for character design back in the 40s, which is when the story takes place.
