There are two ways depending on the rules of the country where you want to work.
1. Apply for visa at the Embassy of that country.
2. Apply at the immigration office in the country where you want to work.

With Hungary work permit you can only legally work in Hungary, you can travel to other Schengen zone countries for a period of upto 90 days but cannot settle there.
I'm a student of Ms informatics in Lithuania as well as i got admission & scholarship in Italy. Can i discontinue here and go to italy with Lithuania TRP and start studies there
I believe you are going to Italy for more than 90 days so you can't do it with Lithuanian Residence Permit. Please Apply for visa from Embassy of Italy in Vilnius . Thanks
