As I said in the previous vids, those caught SHOULD be JAILED for a minimum of 8hrs + Community Service + minimum 10000 pesos penalty fee. I wonder if they will repeat the same mistake next time. The problem here in our country is the lack of harsher punishment for wrongdoings like this. They won't learn and will continue to repeat because the penalty is so cheap and most of the time they can easily get away with it. Too much freedom I guess. TL;DR: Impose harsher penalties, higher penalty fee.
