As long as it remains as a tackle, if the ball carrier eventually goes to ground then the tacklers must release him and allow him to play the ball.
In Rugby you need to stay behind the goal line and you can charge the kicker only when he "begins his approach". The kicker in this case had lifted his foot as to start the motion so technically it counted as the beginning of the motion and thus the other player could contest the ball.
So many of these clips lack any context and are gone before you know what you're even looking at. That's not even taking into consideration that like 90% of the clips aren't even "1 in a Trillion" moments.
