I think there definitely is truth to that statement, and in all honesty, spontaneous events are the most enjoyable, but as people become more busy or are in a fast-paced environment like Berkeley, you have less time to get to know people. I think most friendships start at a point where you need to schedule time until you become familiar with each other enough to have more spontaneous events. Speaking from my own experience, if I ask them if they're free to do some activity and I get rejected 2-3 times, I have less motivation to reach out as opposed to my buddy I know I can hit up any time and will reach out regardless.
