Considering that most nowadays super GMs are better than all WCs up to the 70s and considering all kinds of chess is played nowadays he is quite accurate. Considering the only classical OTB chess I will say he is probably more in the top 15-20 all time. In blitz and in bullet is Top 2 All time.

I am pretty sure Hikaru works a lot harder. Look at the amount of time he spends streaming, then think of preparations , maintaining his channel , studying games, reporting evens and news and analysing games...and a lot of what's behind.

Definitely, since chess players have gotten a lot stronger over time. This is very controversial but not one chess player from before the 1990's could beat Hikaru except Kasparov and maybeee Fischer but as good as he was he just didn't live during the computer chess era.
