Lawton has a military base. Cities with active military bases are valid control cities because soldiers and sailors often have a poor grasp of highway geography. This is very different from how Pennsylvania handles I-80 whose control destinations make no sense whatsoever. (they should be "Ohio" and "New York City" -- "Ohio" because both Cleveland and Columbus make sense).
But so are plenty of dreadful places as control cities. Detroit? Cleveland? Youngstown? Shreveport? Jackson MS? Lawton is a military town, and as a general rule, soldiers have little disposable income to contribute to the local economy.

I didn’t disregard signing Lawton entirely, I am perfectly fine with Lawton being signed Eastbound as well, just sign Oklahoma City as well
