Rebellion Blade is the second best almighty skill after Myriad Truths only if the target is downed, otherwise Satanael's Black Viper outclasses it. But you are absolutely correct that it is the only almighty, actually, the only magic skill that is Colossal-tier.
I call it Power Bomb syndrome. When you get some really cool upgrade right at the end of the game leaving you with very little actual use for it unless you're backtracking, which often isn't even that much.

The stat boosts it gives can bring all of your party members to have maxed out stats after a number of playthroughs, which is the only thing Sumi is lacking to be able to reach damage numbers comparable to Yoshi's Hassou-tobi.

I tried to use mod menu too and give rebellion blade to one of my persona with passives -tyrant mind -magic ability -almighty boost -almighty amp And will of the sword as the trait and 99 stat on ma. With all buff, debuff, downed, and sleep enemy i can go through 112k damage without baton pass on merciless. funnily enough if i tried baton pass the damage will caped at 99999.
Fun fact: The Chainsaw attacks in Labenza's fourth phase are less random than you think, Lavenza will use one (Ignoring turn order) if anyone did their turn without damaging her
Sadly the UI and text resolution is rubbish, visibly pixelated even though the models and everything else looks fine Great for TV, if you are far from the screen, horrible if you are close, like with a monitor

He's just fine as he is, otherwise that would be too broken for a party member, at least imo. In Royal, you have many sources to give him Concentrate anyways, for example Ann's High Energy, Haru's Star Onions, President's Insight, Gambler's Foresight, etc. For the almighty skill comparison it would be fun to do, but someone already did it years before Royal went multiplatform. I can rank them based on their power like so if you're interested (without mods): Myriad Truths > Rebellion Blade (Downed) > Black Viper (Satanael) > Megidolaon (Satanael) > Morning Star > Abyssal Eye > Rebellion Blade (Not Downed) While Rebellion Blade may not look that impresive on non-downed foes, it's still the strongest magic skill attainable for party members, beating Ann and Makoto's severe Fire and Nuke skills respectively.
How did you use the mod menu to get the 3rd tier Personas? I tried using the menu myself today and at most it evolved the party member's Persona's to tier 2 only. Is there something else I need to do? Thanks.

All 3 increases magic damage by 1.2x if calculated. Intense Focus only works for Black Viper, Mighty Gaze only for Megidolaon. As for Will of the Sword, it can proc on both as it's not restricted to single-target or multitarget magic, with the cost of it being restricted to proc only when Joker has concentrate active. I chose WotS over the two as it will also buff any showtime attacks that Joker activates, as long as he has Charge active (showtimes are strength-based almighty, so equip an almighty persona before activating it to increase the damage).

@@lem.notreal Yeah Pagan Allure shouldn't be used for builds with Boost + Amp + Magic Ability. Tyrant's Mind does bypass the damage cap though which is good. I recommend WotS the most for Almighty or Gun Satanael. Pagan Allure works best for builds with multiple elemental skills as it is basically a universal Magic Amp.
They both hit exactly as hard if Akasha Arts gets the 2 hit and both share 30% Crit. The difference is that Akasha Arts has a 80% Acc and has Rng for getting the 2 hits.
It's actually criminal that Ella and Hereward aren't playable under normal circumstances. They're arguably the coolest looking Persona evolutions.

I had Sumi boosted from spamming jazz club ever since she joins the party and her Masquerade hits like crazy too in my playthrough. Love her.

I didn't evolve the party's Personas with the mod menu. I merely loaded the Lavenza fight on 2/3 through it.
