Both sure have a great plot story line. Honestly for animation, Windbreaker much better. Because the detail and their move when fighting is more dinamic and smooth. You can see just for watch it. The studio staff had a great job for made this. But, for Tokyo Revengers, I dont feel the same as i look Windbreaker. 'Cause, man... Their studio not so detail as Windbreaker do for animation. Even manga of Tokyo Revengers had an amazing artwork. I feel so bad for their mangaka. The animation is too simple for Tokrev itself... If Cloverworks working Tokyo Revenger animation, the result will be good as Windbreaker. Because those character doesn't have charismatic and detailed animation character as Windbreaker has...
