I know this was asked a year ago, but I came looking for the same answer and figured it out. Cut your old one off, like in the video. On the new one, it is supposed to have a split down one side. Mine didn't. It had a groove, but was not split all the way through. So I cut through it with an exacto razor. Position the split over the flat piece above the power piston. You can spread it from the inside with needle nose pliers, and you can then push the retaining ring down into place. Use a flathead screwdriver to seat it.

How do you install the small white retainer?

Is is going to be a big issue if that retainer spring missing?
It is always best to have the retainer spring in place to hold the rods steady.
if the new style top fork/hanger comes out of the assembly base can i just push it back in?
Yes. You can tap back in. Just make sure everything is level.
