Okay, I'm not an insider but bringing white out energy means just that. Franklin wants the fans to act as if this game is a whiteout. He wants it insanely loud. He wants the energy they supply when it's a whiteout. He wants people up and screaming not sitting on their hands.
To me he's saying, this is gonna be a tough one fans so come prepared to make a real difference!
