"Syncopated" means that number of steps are more then beats in a bar. Exapmle in Waltz - 1&23 is syncopated timing, but 123 is not syncopated. Side Cross can be danced in timing 123 if Man starts with right foot back. Syncopated Side Cross Man starts with left foot back and has extra step, so we use timing 1&23.
