You have to go outside to go to balcony to fly up, look for your balcony, and when you find your balcony, you can go on it outside of your castle castle on the balcony balcony. I was trying the best I can to explain some suggestions if you have specific quests for items to get for your dorm, or how you wanted to decorate it in RH. I gave a similar explanation to one of my friends who was working on decorating their dorm as well. He was struggling too, but he found some of my tips/tricks helpful especially when I myself was trying other suggestions I watched from some videos on how to decorate my dorm without spending too much diamonds.
