As a British person, it's normally incredibly cringy when American TV "does" Britain. Britain is normally represented by stock footage of Big Ben, and the British characters are played by American actors who think they can do a "British accent" because they once watched Mary Poppins. For Parks & Rec to actually go to Britain and employ British actors was incredibly refreshing.
In this context he was Supernova, because Pratt was in the UK filming Guardians of the Galaxy and that's why Andy needed to stay there for three months.

Peter Serafinowicz is seriously one of the finest actors of his generation and he never gets the respect he deserves. He makes Covington posh, but stupid, rich, but sincere, suspicious at first, but then instantly likeable, and in a totally different direction than Chris Pratt with Andy Dwyer.
