No you're not way off. I can hear it too but he definitely sounds exactly like Pinky. But the way he pauses and gives the lines is in Pinky's voice but they're delivered exactly like John Travolta does in terms of pacing.

Someone dubbed this audio over the Pulp Fiction scene in question, it's pretty entertaining.
I can see them, Pinky and the Brain, pacing around their cage, having this conversation. Amazing, just amazing.
If these two were having that conversation while standing behind me on an elevator I would genuinely piss myself laughing.

Holy shit, I watched Animaniacs as a kid every Saturday morning. I just started watching it again on Netflix. So this kinds blew my mind, it was awesome.
Man, this needs to be animated. XD
Man... who else wished each of the characters/groups from Animaniacs got their own individual spin-off series? Pinky and the Brain certainly deserved one.... as did the Goodfeathers..... man.... the acting, the writing, the chemistry, and even the art-form of hand-drawn animation and working with actual inks, paper, and clear slides......... this is GOLD, my friends. I don't know about everyone else, but I yearn..... for cartoon programming as it used to be done from the 1950's to the early 1990's........... and on regular TV.
I didn't expect that because I'm French and I can't believe that they used French actor Gérard Depardieu as a French joke by Rob Paulsen! XD And yeah Royal Cheese and "Le" Big Mac are exactly the same hamburgers but with different ingredients!
