This dye (Avenging Spring) is only available in NG+, in NG+ you will have a new merchant (Baku the Voiceless) who appears at the beginning of the NG+. He will sell this dye in exchange for Ghost Flowers (it is a resource only available in NG+ by completing quests etc.).
