It was a top down system, similar to how Nazi Germany also took control over companies and told them what they need to produce. It wasn't socialism like Wolf is talking about, he is talking about workers owning the enterprise, not the state.

If you were to look at what Professor Richard Wolff says about the history of socialism you find that what most of us call “socialism” is really State Capitalism. Ironically that is also where Capitalism leads, Plutocracy.
In Italy it allows workers to receive unemployment benefits with government help. To buy businesses or firms to create worker cooperatives. These coops are successful and make 5.6x the amount granted by the gov. It employs unemployed people and gives them a chance as well. Great socialist systems.
