Just a little rain for 4 days flooded part of the embankment and the benches where people used to sit and the road where people walked was under water. Are you sure it's called something other than a flood?

It would be silly of me to climb the fence at the river and give you specific numbers on how much the water has risen. Let the meteorologists do that. You can see in the video that the water level has risen quite a lot. For example, at the very beginning it is perfectly visible that the embankment is flooded and lanterns and backs of benches stick out of the water. It would be even more stupid to fall into the water and drown, just so that someone would appreciate (or not) the video about the water level.
