I don't think a Premier who accepted bribes and allowed the Police to rack up hundreds of thousands of dollars in bribes has much "integrity", least of all when you note he let the police burn down the homes of members of a marijuana commune and refused to allow an investigation into it.
There are many descriptions and adjectives one could use to describe Joh, but "man of integrity" certainly isn't one I could use with a straight face. A man of conviction no doubt, but integrity was definitely not one of his nor his government's strong points.
