I want to replay this just to find out if you can beat this level without destroying the whole city. This is a very interesting level regarding this. First time Nuke Cannon, Overload Tank and additional Carpet Bombing. It's never mentioned but I guess the devs wanted to bring some message with this mission.
If I recall correctly, the Chinese mission with the dam can be beaten without destroying the dam and consequently whatever civilians are still living around the river below. If this is possible though, then it would likely be a difficult challenge since the point of destroying it is to cut off enemy forces from the East side of the map for a few minutes and give yourself more time to build up your base and army. It is always fun when game developers present to you how the mission is meant to be played and beaten, but also provide enough wiggle room to defy the intended progression and still win. This is why I love games like Halo CE and Perfect Dark N64. For Halo, the "Silent Cartographer" can be beaten by entering a security room long before discovering the main building, which you need to find anyways because the main facility gets locked off. For Perfect Dark, the cloaking device cheat cannot be unlocked without a glitch involving exploitation of an in-game cutscene. Even Fallout 3 had something like this, where you can skip half of the main questline just by searching for Vault 112 soon as you leave Vault 101, since that is where your father is actually located.
It is possible to beat it with just the units available at the start with infantry in the existing bunkers and one dragon tank and one troop crawler clearing the city (crawler just to discover the IEDs).
No need really, and it is a challenge to do it. The trick is to move fast and destroy the arms dealers ASAP, before they start producing marauder tanks which are hard for dragon tanks to destroy. Once the dragon tank max levels up it self-heals. The long range firing rocket buggies you should trick to chase you around a corner that is blocking his firing sight, Liberal use of firestorms is advised against any infantry not in buildings and any parked cars as some are suicide car bombs and will attack if your unit approaches near (and by the time they start it is already too late). All the while the fixed Gatling guns and red guards in bunkers available at the start of the scenario will easily handle any attacks on the base. I also forgot to mention it is possible to do all this without a single loss and any calls for help from the imperialist air force. Try it it is fun. I have a video of it, will try to upload.

It's really difficult, those hidden mines are very annoying.

I suggest you should double the bunker and one gatling turret. But i loved the video though
can the dragon tanks be used to clear out demo traps? they have this flame wall ability that damages a massive area.
