I’m definitely going with Christmas Town in Kingdom Hearts 2. Going back to Halloween Town was awesome, and being able to go to Christmas Town as well was incredible.
Freezezy Peak will always be the iconic holiday level. Donkey Kong Country 3 had a cheat code that turned all the bonus stages festive-themed, which worked well with the snowy world 5 and the snowman boss at the end.
Honorable mention, in the COD 4: Modern Warfare remaster a few yesrs ago they released a Christmas themed version of the map Crash. When you drop an airstrike you can hear Santa go HO HO HO 😂😂
Blizzard of balls form AVGN Adventures. You kill Santa Clause and use his corps to sled down the hill, and the boss fight is against the three ghosts of Christmas. Also, the music is awesome.
Halloween Town/Christmas Town is one of my favorite Disney worlds from Kingdom Hearts 2. Another Christmas video game level I like that wasn't featured here was the Gingerbread Joyride track from Crash Team Racing Nitro-Fueled.

It gets even better if you played the final mix editions of KH2 where the trio all change into Christmas theme outfits. (Goofy is even Rudolf there)
