It is NOT exclusive to his height.

The only confirmed reincarnations are Seto Kaiba and Sugoroku as they were stated and shown multiple times during Battle City and the final arc. If anything, you can think of certain characters as game pieces. Bakura was always meant to be the vessel of Thief King Bakura even though Bakura isn't his reincarnation.
