This is an unprecedented mass death event of thousands of rays, fish, and other marine life around the bay. And the angle you decide to cover is "ew smells bad, but check out this funky vehicle"?

Just a mention of Oakland and it brings out the ignorant and their comments. Algae bloom happens around the world. It's becoming more common and severe in many parts of the oceans.
Warmer temperatures prevent water from mixing, allowing algae to grow thicker and faster. Warmer water is easier for small organisms to move through and allows algae to float to the surface faster. Algal blooms absorb sunlight, making water even warmer and promoting more blooms.

Oakland should just buy two of these skimmers since. This is now a year-round problem. It is can clear the dead fish and weeds. I think this is a better investment than stupid white cones that are put on the street that everyone runs over.
