You don't really need water to achieve this look. I don't use water to do my high puff, I only use a lil water the night before to easily comb the hair and plait (4 big braids). This helps to stretch my hair before the next day, to achieve a fuller high puff. You can even gel the edges and use a lil water after you've put up the high puff and wrap the hair. Hope that helped. xx
