@@OscarsGreenCard Hi Oscar, I've reviewed the website, and it states that 'If the beneficiary will work in...' followed by a list of cities/states in the US, then the address should be either Lewisville, TX or Chicago, IL. However, since I currently don't have a job offer, I'm unsure of where I'll be working. Additionally, I reside in India and intend to submit the petition from India. Would the information on that page apply to me, or is it specifically for individuals applying from within the US? Long question short, if I plan to submit my Form I-140 from India, should I send it to the USCIS offices in Lewisville/Chicago, or is there an alternative option to submit it to the consulate/embassy in India?

No, they are written differently. Many things are similar, but others are not.

You don`t need ETA 9089 for EB1A
It's not mandatory but I recommend it, it's free, takes ten minutes and the officer won't get confused . But like I said, not mandatory
