It's something I'm really trying to work on after growing up and viewing myself as a shy and anxious kid and therefore people I spoke to seemed scary, but now I've changed how I frame it all in my mind and view it as a much more positive interaction.

7:50 That's where I am, I am learning web design through Editor X but I don't feel competent enough to sell it to people as a solution to their problems. At the moment I am building a auto repair website I know nothing about cars so I am using ChatGPT for content, but in my town just about every other road you turn down is a auto repair place and 90% of their websites are just google buisness pages that are not even customized or set up. After I finish it I plan to post it on our local Facebook group and offer to design websites for them. I haven't designed a website fully and made it responsive so I keep put off cold calling and cold email until I can design a site fully. I feel like I need to provide value to them beforehand by designing a prototype and sending it to them to show I can do work since I don't have any case studies or leverage to give myself trust. I honestly just want to help people to the best of my creativity but my skills are lacking so I can't provide them with as much value as I possibly can to get them the best results they deserve.
I suspect you'll do better finding people who'll bite your hand off. What if you emailed or DM'd everyone you know and said something like: Hi , Long time no speak! How's the golf going? I'm getting into web design at the moment. If you know anyone who'd like a free starter website in exchange for a testimonial then please let them know. We must catch up for a coffee. It's long overdue.
