A road like that probably is remarkably safe because people are actually paying attention to driving, rather than diddling with their phones or in a daze or something.
Having driven the Dugway, I can say it's not nearly as scary as you would think. It is actually quite wide in most places, so you're not near the edge much. It's a great drive! I've driven roads in the Italian Alps that are far more scary - narrow (not enough to pass oncoming vehicles) and with no guardrails to stop you from plummeting down 1000 foot drops.
That’s one of the craziest roads I ever seen. I can’t even imagine doing that at night or with bad weather.
What a spectacular Journey up that Mountain, surprised there are no guard rails.
