Most scammers are low level guys using pre-written scripts handed to them by higher ranking scammers (and paying most of their take up the chain). They're just copy & pasters really and pass anything more complex upline. Also there is a cultural thing going on that is a big thing in macho youth culture in Nigeria summed up by a rather unpleasant phrase that basically boils down to "only the stupid work, big men steal" - basically if you're clever enough to earn money without hard work it's something to be proud of.
There is a guy who shuts down scammers in India. He makes copies of the files and destroys their computer. He logs into their CCTV and can see all of them scamming.
