Imagine one of the most physically powerful stand users is coming after you, and things just instantly happen with seemingly no rhyme or reason. You're Kakyoin attempting to shoot a 20 meter Emerald Splash, and a split second later you're now flying into a water tower with a gaping hole in your chest. You're Polnareff attempting to throw a killing blow at Dio, but now all your ribs are broken and you were sent flying into a brick wall. It's even worse for Jotaro too. He doesn't realize he has this ability as well until Dio activates it and he can no longer move. All he could do was watch as Dio walked over to his grandfather and threw a knife at his throat.

That isn't correct. Hamon isn't consantly active 100% of the time. He has to specifically breathe to activate it. We see this multiple times over parts 1, 2 and even once in part three where joseph destroys the flesh bud from Kakyoin's forehead. If joseph's hamon was active 100% of the time he wouldn't be able to touch anything or anyone because he would just burn them. He saw Dio starting to stop time, which he already knew he could do, so he activated his hamon just in time before he was frozen. There definitely is a cool down but the more accurate answer might be that Jotaro doesn't want to rely on the ability that killed his friend as much. For him it's a sort of last ditch effort in order to safe himself and the people around him.

He could very easily get it up to hours of stopped time, with the only limitation being how much time he's willing to endure being in frozen time, since my guess as to how it increases is by pushing the limit of time stop by going for longer and longer times each time. Sorry about the paragraph, but it's a concept I find interesting so I really couldn't stop myself lol.

Third, and last of all, Everything in JoJo's Bizarre Adventure is slow-paced when it comes to a fight, so they can be the most understandable. That's common sense. Knowing the manga explicitly says Jotaro and Dio's battle barely lasted more then 3 minutes, this "gap" between Dio's 9-second time stop and Jotaro's 5-second time stop you are trying to "point out" means jack shit.

This is nice to see, however I still feel the OVA did a way better job with the timestops. They didn't have dramatic music all the time, no sound effect for the timestops we didn't see, and no effect of the screen turning black for a tiny bit. We just witnessed it raw and I think it was way more terrifying then
A lot of people don't seem to notice how terrifying Kakyoin's death is outside of DIO's world... He thinks he's got DIO trapped in his barrier and is feeling confident about himself, when completely out of the blue he goes flying at insane speed with a massive, gaping hole in his stomach, and then crashes full force into a water tank That's just messed up...
The anime doesn’t do nearly as good of a job making you realize how fucking terrifying dios ability really is, they darken the screen and give you the time stop sound every time when chatting about jotaro being able to see inside stopped time, the ova just having dio completely disappear from one frame to the next shows you how scary it is

This is nice to see, however I still feel the OVA did a way better job with the timestops. They didn't have dramatic music all the time, no sound effect for the timestops we didn't see, and no effect of the screen turning black for a tiny bit. We just witnessed it raw and I think it was way more terrifying then

A lot of people don't seem to notice how terrifying Kakyoin's death is outside of DIO's world...
He thinks he's got DIO trapped in his barrier and is feeling confident about himself, when completely out of the blue he goes flying at insane speed with a massive, gaping hole in his stomach, and then crashes full force into a water tank
That's just messed up...

The anime doesn’t do nearly as good of a job making you realize how fucking terrifying dios ability really is, they darken the screen and give you the time stop sound every time when chatting about jotaro being able to see inside stopped time, the ova just having dio completely disappear from one frame to the next shows you how scary it is
