The judge is not appraising or claiming anything. He’s ruling on the evidence presented by the prosecution with defense by Trump’s legal team. It would have been a jury trial if Alina Habba hadn’t dropped the ball on the court paperwork. That’s what happens when your attorney is spending as much time as a payed spokesperson as the court case.
Engoron received those valuations from the county assessor, he didn't assess the properties personally.

The judge has no legal authority to do so and even if he did why did the AG target Trump only and not other NYC businesses that are doing the same thing?
